Short answer

Thailand's Transport Ministry plans to cap Bangkok rail fares at 17 to 45 baht a journey from 1 January 2027, but the refund scheme is for Thai nationals only. Passengers would pay the normal fare and Thai nationals would receive the difference through the Paotang app within three days. The Cabinet approved the fare structure in principle in June, and the ministry planned to ask on 26 October for a budget of up to 5.8 billion baht; no decision had been reported by 29 October 2026. Visitors should expect to pay normal BTS and MRT fares.

01The plan caps a Bangkok rail journey at 45 baht from 1 January 2027, after one 17-baht entry charge.
02Only Thai nationals would receive the refund; the Bangkok Post wrote that foreign passengers are excluded.
03The budget of up to 5.8 billion baht still needs Cabinet approval, and no decision had been reported by 29 October 2026.

What the ministry plans for 1 January 2027

Thailand's Transport Ministry is working towards a common ticket for Bangkok's electric rail lines from 1 January 2027. Under the plan the Nation reported on 10 October, a passenger pays one 17-baht entry charge, with no second entry fee when changing lines, and the fare for a journey is capped at 45 baht. The Thaiger reported on 17 September that the cap would cover all electric rail lines in Bangkok and neighbouring provinces, and that the Cabinet had approved the 17 to 45 baht fare structure in June.

The fare is not reduced at the gate. Passengers pay the normal fare and the government refunds the difference to their Paotang app account, within three days according to the Nation. Contactless bank cards on the EMV standard, Visa or Mastercard, are the way to register. The Nation adds that Rabbit cards cannot be registered for now, because Krungthai Bank says their transaction records do not meet Visa's data standards.

Who gets the cap: Thai nationals only

Deputy Transport Minister Siripong Angkasakulkiat confirmed on 21 October that only Thai nationals would qualify for the 17–45 baht fares, the Nation reported. The Bangkok Post, reporting his statement of 9 October, wrote that the subsidy would be available only to Thai nationals, excluding foreign passengers. Registration would run through the Paotang app with a national ID, and the Nation says the ministry plans to open it in December 2026.

Transport Minister Phiphat Ratchakitprakarn said on 10 October that the planned payment system would let foreign visitors with compatible Visa cards tap into rail services, the Nation reported. That describes how a visitor could pay, not the capped fare. The reports do not say what a foreign visitor would pay under the common ticket, so assume the normal fare until the rules are published.

Where the plan stands on 29 October

The Nation reported on 21 October that the ministry would ask the Cabinet on 26 October to approve a budget ceiling of up to 5.8 billion baht for a one-year scheme covering 2027. We found no report of the Cabinet's decision as of 29 October 2026. The Green Line, run by BTS, is the main technical obstacle, according to the Nation, because its Rabbit payment system has to change first.

A separate proposal touches two other lines. The Nation reported on 25 October that the 40-baht daily fare measure on the Red Line and the Purple Line, due to end on 30 November, may be extended to 31 December 2027 if the Cabinet agrees. The report does not say whether visitors can use it.

What it means for your trip

For a trip in November or December 2026 nothing changes: you pay the full fare. The Bangkok Post gave current fares as 15 to 62 baht on the BTS Skytrain and 17 to 43 baht on the MRT, depending on distance. If the plan starts on 1 January 2027, a visitor should not count on the 45-baht cap. Check the BTS and MRT announcements before you travel after that date.

Our Bangkok night tuk-tuk food tour is from $40 per person and meets at about 5:30 pm near a BTS station, confirmed with your booking. Getting to that meeting point by BTS costs the normal fare.

Practical checklist

  • Budget for normal fares in 2026: the Bangkok Post gave 15 to 62 baht on the BTS and 17 to 43 baht on the MRT.
  • Do not count on the 45-baht cap as a visitor: the refund is for Thai nationals only.
  • Check the BTS and MRT pages for the Cabinet decision before you travel from 1 January 2027.
  • Ask us for the meeting point of your tour if you plan to arrive by BTS.
